Negotiations

Updates:

On Friday, September 14th at 11:00AM, the FA negotiating team met with the District to resume negotiations.  We were met by President Rocha and General Counsel Gail Cooper.  Outside Counsel Bruce Barsook arrived at 12:30PM.

The session opened with President Rocha reviewing a flip chart he had brought to organize the dialogue. President Rocha and the District provided boxed lunches for the table.

The FA began the discussion by reminding the District of the compliance meeting we had in July during which we asked the district to comply with the current contract.  At that time there were 13 noncompliance matters still unresolved,including unpaid dues from many Faculty Association members ongoing, unprocessed grievances.  President Rocha responded that he had not heard of these issues until this day and would work resolving them.  Mike Anderson, FA Counsel, asked repeatedly why it had taken the District two months to comply with a simple request to withdraw appropriate dues.  Dr. Rocha reported that he would have to get back to us on this matter.

Dr. Rocha then brought out the District’s cost estimate of the FA proposal, indicating that we the District was only prepared to negotiate costs.

Dr. Rocha then began his presentation.  When asked about the costing of items in the District’s proposal, he indicated that the rationale for the proposal is not based in budgetary concerns but about a change in the way the district wants to reward people.  He also told us that the costs of his proposal are in the new budget.  This was surprising to us since we had not negotiated the proposal yet.  When we got to the first point in the District proposal, which is a raise for the faculty, we asked how much the raise would be. He responded that it depends on the rest of the proposal.

The FA requested a comparative salary study and the district provided data from the CCCO MIS database showing that Tenured/Tenure Track faculty make on average, $10,700 less each year in salary than those at Santa Monica college, while PCC Administrators make on average $6,150 more each year in salary than those at Santa Monica college.

We were in negotiations for 3.5 hours and will meet the District again on Friday the 21st at 11:00AM.

September 7, 2012 the FA’s Negotiations Team met for two hours with the District’s newly-installed negotiation team (President Rocha and two lawyers) and presented their proposals. On September 14, the District will present their proposal to the FA.
